While Open Outreach could be used by a wide range of groups, we have developed the project with a particular kind of grassroots group in mind. It is for this type of nonprofit or group that Open Outreach will be most beneficial and who is our target audience.

- Small—ten or fewer staff or core volunteers
- Small technical budgets—$100 - $1,000 per year
- Engaging a membership or constituency through activities like events
- Multiple members or staff involved in engaging their community (e.g., not just a single person posting content)
- Self-reliant—wants direct control of its tools rather than over-reliance on outside professionals
- Organizational culture that resonates with community open source values of collaboration
